The assistant constructed an order proposal in a session where the active authority level and UI approval gate did not enforce human approval before the proposal was presented as ready for trading-desk handoff. No order was submitted. This is a nonconformity against apa-ctl-005-propose-human-approval and the organisational prohibition on unsupervised paths toward execution.
